                  3.  The  Office  of  Social  Enterprise  Promotion  (OSEP)  should  consider  categorizing  social

                      enterprises based on their size or financial robustness and providing tiered support aligned
                      with each group’s capabilities. For example, enterprises with less financial maturity may
                      need  foundational  training  in  financial  management,  business  operations,  or  business
                      modeling,  while  more  advanced  enterprises  could  benefit  from  targeted  strategic  and
                      financial planning assistance.
