legal frameworks. For example, the Fund for the Promotion and Development of Quality of
Life for Persons with Disabilities and various funds under the Ministry of Agriculture and
Cooperatives could play important roles in promoting employment and fostering grassroots
economic development.
In addition, the Office of Social Enterprise Promotion Office (OSEP) should serve as a central
coordinator, screening social enterprise projects and facilitating partnerships with
companies seeking to apply for investment promotion under the Board of Investment
(BOI)’s Community and Social Development Promotion Measures.
5. A review of international practices under this project highlights several aspects of the
United Kingdom’s policies and legal frameworks that could serve as valuable models. The
UK has been actively promoting social enterprises for more than two decades and was the
first country to introduce financial instruments such as Social Impact Bonds (SIBs) to deliver
social services. It has also implemented procurement measures to encourage the purchase
of goods and services from social enterprises and provides tax relief incentives to investors
who support them. Another particularly noteworthy mechanism is the Dormant Assets
Scheme, which channels unclaimed or inactive assets held across private sector institutions
into projects that generate social and environmental benefits.
