Revocation of Certification
The Minister may revoke a social enterprise’s certification if it is found that the certification was
obtained through deceit or fraud, or if the enterprise no longer meets the required qualifications
or fails to comply with statutory conditions. Revocation is also possible if the enterprise has
obtained or attempted to obtain financial support through deceit or fraud, or if it is determined
that the enterprise is no longer capable of continuing its operations. A social enterprise whose
certification has been revoked is prohibited from reapplying for registration for a period of three
years from the date of revocation.
Korea Social Enterprise Promotion Agency (KoSEA)
The Minister is mandated to establish the Korea Social Enterprise Promotion Agency (KoSEA) to
effectively support and promote social enterprises. KoSEA is recognized as a legal entity and is
entrusted with the following responsibilities:
1. Training personnel of social enterprises and identifying those enterprises deemed suitable for
promotion toward commercial viability.
2. Monitoring and evaluating the performance of social enterprises.
3. Establishing networks of social enterprises based on business type, region, and at the national
level, and supporting the operations of these networks.
4. Creating and managing websites for social enterprises.
5. Providing consultation services to social enterprises in areas such as business management,
technology, taxation, labor, and accounting.
6. Facilitating international cooperation on matters related to social enterprises.
7. Carrying out other tasks related to social enterprises as stipulated in this Act and relevant
subordinate legislation.
As of 2022, a total of 3,534 social enterprises had applied for and received certification under the

Social Enterprise Promotion Act (SEPA), resulting in approximately 67,000 jobs . However, when
including other enterprises within the broader social economy sector, the total number of
enterprises is around 32,000, generating approximately 314,000 jobs, accounting for more than

1% of total national employment.
