unregistered enterprises cited challenges such as insufficient government incentives and rigid
administrative procedures, which hinder operational flexibility. The study of Thailand’s social
enterprise ecosystem reveals two main models: (1) the Pracharath Rak Samakkee model, a top-
down collaboration between the private sector and the state; and (2) a flexible, support-
oriented model backed by the Premier Group, the Rural Reconstruction Foundation, and other
large organizations. Both models serve as “wings beneath the wings” by providing structural
support. A deep dive into the Pracharath Rak Samakkee model, now nearly a decade old, shows
that volunteer-driven social enterprises often require at least five years to stabilize. Many of
these provincial companies still struggle to achieve sustainable success. Moreover, enterprises
built on fixed, top-down frameworks must now confront external forces of rapid change. To
remain viable, they will need to urgently adapt to a more dynamic and evolving era.
